Alexander Kchmelev

First Deputy of Director General

Mr Kchmelev has graduated from the Berlin Institute of industrial engineering and informational technology, and later on he acquired a degree at the St. Petersburg Telecommunications Academy. At RUSEL, his responsibilities lie in the domain of the manpower policy organization, staff development strategy, as well as the systematization and registration of the information and document-related flow.

He joined RUSEL in 2003 as the Director of the Administrative department.

From 2000 on, Mr. Khmelev has been elaborating and inculcating the decisions connected to telecommunications at the communications system of the Emergency Situations Ministry.
